Because there is no separate entity, there is also no separate registration certificate. A proprietorship establishes its existence through the registrations it holds — Udyam, GST, Shop & Establishment, a trade licence — which together are what a bank accepts to open a current account.
The trade-off is unlimited liability. Business debts are your personal debts, and business income is taxed at your personal slab rate.

There is no ROC penalty regime because there is no ROC filing. The exposure is elsewhere: trading without a required GST registration attracts penalty and interest on the tax that should have been collected, and operating a food business without an FSSAI licence is an offence.
A proprietor files an income tax return each year on their personal PAN, and GST returns where registered. There is no annual return, no audit under the Companies Act, and no director KYC.
